Improperly disposing of litter on private property is a crime in Virginia, under Code of Virginia 33.1-346, which states that it is an offense to knowingly drop or dispose of trash outside of a designated receptacle. This definition covers garbage dropped on the pavement of a private parking lot, strewn over green areas or left on the sidewalk and other pedestrian areas. Some leniency is written into the code for property owners, but they can be cited too if the litter creates a safety hazard or is not collected in a timely manner.
This situation has alarmed the law enforcement detachment at Joint Base Myer-Henderson Hall, which has not only assigned its own officers to clear debris from visitor areas but also set out multiple waste receptacles along McNair Road, the base's main drag. Personnel have also been advised to watch guests' cars and gathering places for acts of littering and to write tickets when the behavior is observed.
