-- Swiss East Affairs GmbH, an investigations and intelligence consultancy based in Zurich, has released a forensic financial analysis report examining the structure and origin of funds involved in select Kuwaiti financial transactions.
The analysis focused on the movement of funds associated with accounts linked to the Kuwaiti “Army Fund” matter and U.S.-based acquisitions. According to Swiss East Affairs, the forensic review identified historical connections between accounts held in the United Kingdom and transfers to the United States.
The report suggests that the funds originated from Retail Fixed Deposit structures held in the name of Kuwait’s Military Attaché Office in London at Ahli United Bank (UK) PLC and National Bank of Kuwait (International) PLC. These deposits, established in the early 2000s, were administered through discretionary arrangements and were not reflected in Kuwait’s Ministry of Defense budgets.
“Our forensic review suggested that these accounts exhibited features typically associated with private banking instruments rather than standard government-controlled funds,” said Dr. Andrea Galli, lead investigator at Swiss East Affairs GmbH. “Specifically, their classification as Retail Fixed Deposits and the way they were managed suggest a structure more consistent with privately administered financial holdings.”
Swiss East Affairs confirms that its analysis has been submitted via legal counsel to the UK Central Authority and may be referenced in ongoing proceedings. The firm reconstructed over 23 cross-border transfers, totaling more than GBP 70 million.
“While it is up to legal authorities to determine ultimate ownership and accountability, our work highlights the complexity of certain financial governance frameworks and the blurred lines that can exist between state-linked and privately managed assets,” Dr. Galli added.
