Adebayo Balogun Introduces BALO Framework to Help Companies Bridge ESG Communication Gap Under New Climate Disclosure Laws

-- As California's climate disclosure laws begin to take effect, thousands of U.S. companies are facing a new and largely unaddressed challenge: how to effectively communicate complex ESG data to stakeholders.

While the U.S. Securities and Exchange Commission's climate disclosure rules—adopted in March 2024—remain stayed pending federal court review, regulatory momentum has shifted to the state and international level. California's SB 253 and SB 261 now require large businesses operating in the state to disclose greenhouse gas (GHG) emissions—including Scope 3 supply chain emissions—starting in 2026 and 2027. Approximately 5,300 companies fall under SB 253, with an additional 1,600 subject to SB 261.

At the same time, U.S.-based companies with European operations must comply with the European Union's Corporate Sustainability Reporting Directive (CSRD), which began phasing in from 2025.Together, these frameworks are creating a new baseline for corporate climate transparency. However, a critical gap is emerging between compliance and communication.

Organizations have invested heavily in emissions tracking systems, data infrastructure, and reporting processes. Yet many lack the internal expertise to translate technical disclosures into clear, credible messaging for investors, customers, and employees.

According to a 2024 survey by RSM US, 68% of mid-market firms report insufficient internal capabilities to manage ESG communications effectively. This shortfall increases exposure to greenwashing risks, weakens stakeholder trust, and limits the strategic value of sustainability investments.

Industry observers note that this disconnect is becoming more visible as reporting requirements expand.

"A significant amount of capital has gone into measuring emissions and ensuring compliance," said Adebayo Balogun, a sustainable marketing professional specializing in ESG communications. "But that investment creates limited value if stakeholders cannot understand or trust the data being presented."

"California's laws are moving forward regardless of what happens at the federal level," Balogun added. "Thousands of companies now face mandatory emissions reporting. Without effective communication strategies, companies risk misinterpretation of their disclosures, increased scrutiny from regulators and advocacy groups, and missed opportunities to leverage sustainability initiatives for competitive advantage. Conversely, organizations that successfully translate ESG data into transparent and credible narratives may strengthen stakeholder confidence and unlock additional value from compliance investments.

As climate reporting requirements continue to expand across jurisdictions, the ability to connect data with communication is increasingly viewed as a critical capability rather than a supplementary function.
