Abdulrhman Mesfer Alqarni was recognized with a 2025 Global Recognition Award for leading anti-corruption reforms, advancing digital governance platforms, and driving measurable improvements in Saudi Arabia’s public sector performance, resulting in substantial national savings and enhanced transparency across government operations and international collaborations.

-- Saudi Arabian government executive Abdulrhman Mesfer Alqarni has been honored with a 2025 Global Recognition Award for his contributions to public sector leadership, innovation, and anti-corruption initiatives. The recognition acknowledges his work across multiple government entities and his role in implementing national-level reforms that have generated multi-billion SAR savings for the Kingdom. Alqarni serves as Executive Advisor and Director General of the Executive Office to the Deputy Minister of Municipalities and Housing in Saudi Arabia.


The award recognizes his outstanding work across four key areas: leadership excellence, service impact, technological innovation, and strategic mentoring within the public sector. His comprehensive approach to governance reform demonstrates how individual leadership can drive systemic change at the national level while maintaining international standards of excellence.


National Reform and Anti-Corruption Leadership


The award recognizes Alqarni's significant work establishing the Dual Disbursement Prevention principle, a national initiative that has achieved multi-billion SAR savings by preventing unauthorized payments from the state treasury. This initiative, officially ratified by the Royal Court in 2023, demonstrates the scale of impact that earned him international recognition. "The outcomes of this initiative were presented to His Excellency the President of the Commission, and then to the esteemed Minister of Finance and the head of the Supreme Anti-Corruption Committee," Alqarni noted regarding the systematic approach that led to royal approval and nationwide implementation.


His authorship of the Illicit Enrichment Jurisdiction Framework, approved by the Council of Ministers in 2024, represents another milestone in Saudi Arabia's transparency and governance reforms. This framework aligns with global anti-corruption standards and strengthens the Kingdom's international cooperation in transparency initiatives. During his tenure at the Oversight and Anti-Corruption Authority (NAZAHA), he was critical in designing the Authority's 5-year Strategic Plan in collaboration with World Bank task forces, contributing to Saudi Arabia's improved ranking in the Corruption Perceptions Index.


Digital Innovation and Technological Advancement


Alqarni's technological innovations have enhanced government operations through multiple digital platforms, improving transparency and operational efficiency. The "Amlak" Digital Platform, which he designed and implemented for documenting state real estate assets, has been operational since 2019 with endorsement from the Ministry of Finance. This platform enhances transparency in asset management and prevents unauthorized encroachments on public property while providing comprehensive digital governance of state-owned assets.


The e-Oversight Program, launched under his direction in 2017, represents a proactive digital governance model praised by the World Bank and implemented across strategic government platforms. This initiative was featured in the G20 Good Practices Compendium, highlighting its international significance and adoption as a best practice model. "The initiative was successfully implemented as a national model and contributed to supporting the state's efforts to achieve integrity, especially in public procurement," according to official documentation of his digital oversight work.


International Recognition and Strategic Impact


A 2025 Global Recognition Award acknowledges Alqarni's international contributions to anti-corruption efforts and his representation of Saudi Arabia in global governance forums. He played a key role in representing Saudi Arabia through his impactful initiatives and dedicated efforts and contributed to the UNODC's convention working group, featuring his work in the official G20 COVID-19 Compendium. His international engagement demonstrates the global relevance of his governance innovations and their alignment with international best practices in public sector management.


In 2023, Alqarni received the first-ever GCC Ideal Employee Award for public integrity, with no equivalent recipient since, underscoring the regional significance of his contributions. This recognition was authenticated by NAZAHA, the Ministry of Foreign Affairs, and the Gulf Cooperation Council, validating his role as a regional leader in governance excellence. "This nomination fuses documented official validation, notable regional acknowledgment, and global program alignment. My contributions span institutional reform, international governance cooperation, and public transparency," Alqarni stated regarding his comprehensive approach to public sector excellence.
