General contractors working on construction projects for the US federal government must possess CQM (Construction Quality Management) certification as a mandatory contractual requirement.
However, certification courses offered by the normal sponsors have been canceled for the months of April and May due to restrictions brought about by the COVID-19 pandemic.
Building Constructive Solutions (BCS) is authorized by the Norfolk District USACE (US Army Corp of Engineers) and NAVFAC (Navy Facilities Engineering Command) MIDLANT to deploy facilitators who deliver the certification course.

According to a spokesperson for BCS, “We are acutely aware of the impact of COVID-19 on the Construction Quality Management certification process. We have verified with the US Army Corps of Engineers that there is currently no authorized online offering of this certification course. We are willing to provide smaller private classes to clients that urgently need the certification to continue executing government contracts but must comply with social distancing requirements. We will keep class sizes to groups smaller than ten people. We will also work with clients to find suitable locations, and follow best practices to keep participants safe from COVID-19.”
BCS will deliver courses that comply with state stay-at-home orders. For example, BCS is currently planning a private course in Virginia, where stay-at-home orders are among the strictest in the nation.
