-- With no specific new drain cleaning mandates for 2026 directly from the City of Miami or Miami-Dade County that have been publicly released, officials have implemented regulations - with support of local businesses including Miami’s Eco 1 Plumbing - and are actively working on numerous initiatives to improve stormwater management and combat pollution and flooding.
“Given the ongoing efforts and proactive nature of the City of Miami and Miami-Dade County regarding stormwater management, it’s reasonable to expect continued emphasis in maintaining clean drains and addressing illicit discharges in 2026,” explains Eco 1’s Norberto Borgeat, a master plumber bringing over 25 years of experience in the drain cleaner trade. “While no new specific new mandates have been announced, we have made it known that Eco 1 will support stricter enforcement of existing regulations and increased attention to infrastructure management. To ensure compliance, we’re recommending residents and businesses be aware of and adhere to local ordinances regarding stormwater drainage, illicit discharges and waste disposal.”
In addition to this suggestion, Eco 1 representatives recommend that residents and businesses of the Miami-Dade area be proactive in maintenance by regularly cleaning and inspecting drains, especially those prone to clogging, to prevent issues and contribute to overall infrastructure health. Further, it is also suggested by local plumber companies that residents pay attention to any announcements or updates from the City of Miami or Miami-Dade County regarding stormwater management and drain cleaning regulations.

According to Borgeat and Miami-Dade government officials, the City of Miami’s Stormwater Master Plan (SWMP), approved in 2023, aims to enhance stormwater infrastructure, combat flooding and improve water quality, with the city reportedly working to increase the cleaning frequency of catch basins from a three-year rotation to a one or two-year cycle.
“Miami Commissioner Manolo Reyes has been actively involved in monthly maintenance checks and emphasizes addressing the litter issue, especially to prevent debris from clogging catch basins and storm drains,” adds Borgeat. “As advocates for clean drains of all kinds, we here at Eco 1 are committed to working with local government as they encourage prioritizing the understanding of climate risks, set standards for measuring adaptation progress and consolidate adaptation governance for clear lines of authority.”
In the midst of this news, the Miami-Dade County Environmental Resources Management (DERM), which has approved the responses submitted to their last Request for Information, issued the Class II permit for the seven Downstream Defender hydrodynamic separator/water quality structures on August 1 of this year, allowing the city to move forward with the final design and the procurement process; construction is scheduled to commence in the first quarter of 2026.
Meanwhile, routine maintenance efforts remain ongoing, with stormwater structures from 72nd to 77th Streets between Dickens Avenue and Collins Avenue having been cleaned twice since March 2025, and a third cleaning that was completed during the week of July 28, 2025.
