Hubbard College Opens in Kigali to Transform Rwanda's Workforce

Hubbard College of Administration Kigali officially launched on October 11, 2025, bringing practical business education and ethical leadership training to Rwanda. The college offers hands-on programs in management, finance, and entrepreneurship, aiming to transform graduates into competitive professionals.

-- A new chapter in Rwanda's business education landscape was written on Saturday evening, October 11, 2025, as the Hubbard College of Administration (HCA) Kigali officially opened its doors in a ceremony held at Century Park Hotel.

The event drew government officials, business leaders, education experts, and international partners who gathered to witness the launch of a training center designed to instill practical management, ethical leadership, and entrepreneurial competence among Rwandans and beyond.

The Kigali campus joins a global network of over 40 Hubbard Colleges of Administration, founded on the administrative philosophy of humanitarian L. Ron Hubbard, whose work emphasizes continuous learning and the practical application of knowledge.

Speaking during the inauguration, Venuste Twagiramungu, the sponsor of HCA Kigali and founder of TRES Infrastructure, Rwanda's first indigenous telecom tower company, shared the personal journey that inspired him to bring the institution to Rwanda.

"When I went to study at Hubbard College in Los Angeles, I discovered a unique way of learning—one that focuses on results," he said. "The tools I learned there transformed my company from a small local business into a corporate firm contributing to Rwanda's telecom infrastructure. I realized that more Rwandans could benefit from these tools, and that's why I brought HCA here."

Twagiramungu emphasized that the college's programs are structured to help individuals and organizations identify weaknesses, whether in management, finance, or human motivation, and apply tested tools to fix them.

Eng. Kazawadi Papias Dedeki, CEO of TASKS Africa and one of Rwanda's most prominent engineers, described the new college as a perfect response to Africa's education and business challenges.

"Hubbard College brings the kind of training that ensures everyone achieves 100 percent understanding," he said. "In traditional learning, you can pass with 60 percent and still move on. But in real life, especially in business, you must score 100—you must get it right every time."

He highlighted that HCA's model allows each student to learn at their own pace, requiring only literacy and willingness to engage, rather than academic prerequisites.

"You don't need a degree to study here. If you can read and understand, you can learn. Supervisors guide you until you master the subject," he noted. "The process of translating HCA materials into Kinyarwanda will also make this knowledge accessible to many more Rwandans."

He added that such accessibility could accelerate national goals. "If more people adopt this training method, Rwanda's Vision 2050 could be achieved even faster. The impact will be immense."

Damien Mouzoun, Founder of Ayina Think Tank, said the college's mission extends beyond business growth to ethical transformation.

"Our mission is not simply to educate," Mouzoun said. "It is to equip men and women with administrative tools that help them organize, lead, and expand—not just for profit, but for prosperity and service to humanity."

He added that Rwanda's economic transformation requires more than technical know-how. "We need leaders who can think ethically, act decisively, and sustain growth without compromising integrity. That is the kind of leadership HCA fosters."

Father George Jean Claude Murekeyimana called the center "a space where ideas meet structure."

"This is where vision becomes strategy and strategy becomes measurable results," he said. "We are here to build capacity—not just in individuals, but in institutions that drive change."

Courses at the new training center cover a broad range of subjects, from basic administration and finance to marketing, personnel management, leadership, and organizational growth. Every program follows a "learn-by-doing" model, where students apply each concept in real-world scenarios, supported by internships and practical projects.

As the event concluded, guests toured the modern facility at 39 KG167 St., Kimironko, where the first group of students has already begun their studies. The evening ended with cultural performances and networking among business professionals eager to explore potential partnerships.

Eng. Kazawadi summed up the evening's sentiment. "Every nation rises or falls on its ability to train its people. This center brings what Africa needs—applicable skills, sound ethics, and administrative excellence."

With its arrival in Kigali, the Hubbard College of Administration aims to serve as more than an academic institution. It is positioned as a center of transformation, nurturing a generation of capable entrepreneurs and ethical leaders ready to propel Rwanda and Africa toward sustainable prosperity.
