In response to this trend, state-based consultancies such asRecent findings from the Office of the New York City Comptroller reveal that nearly one in six New York City residents are living with conditions that substantially impair daily functioning. Among working-age residents, one in thirteen individuals is affected. The proportion of disabled New Yorkers has increased since the COVID-19 pandemic, with cognitive difficulties rising 35 percent between 2019 and 2022.
Families eligible for OPWDD services can apply for support across a wide range of programs, including residential care, day programs, employment assistance, and healthcare-related aid. Eligibility is typically based on developmental disabilities diagnosed before age 22, such as autism, Down syndrome, and cerebral palsy.
However, managing these programs remains a challenge for many households. Key decision points—such as determining the appropriate level of care, selecting housing options, and accessing employment training—often require professional support. Specialists now offer assistance with understanding Individualized Service Plans (ISPs), coordinating services, and evaluating placement options ranging from fully supervised group homes to semi-independent living.
Employment remains a critical concern. While OPWDD programs include job coaching and placement through local partnerships, only 41 percent of working-age New Yorkers with disabilities are currently employed—below the national average of 48 percent.
