Why correlation is where migrations go wrong quietly
Every other part of an identity migration fails loudly. A broken attribute flow throws an error. A missing connector will not aggregate. A wrong correlation rule does neither. It links the wrong account to the wrong person, provisioning proceeds, and nothing complains. The problem surfaces weeks later as an access review finding, a contractor who kept access after leaving, or two employees sharing one identity record. In regulated sectors, that is an audit finding with a name on it.
What MIM leaves undefined
A MIM management agent can carry several join rules for the same object type, evaluated in an order that lives only in the configuration and in the memory of whoever built it. The estate rarely records which join rule is authoritative, what the fallback order should be, or what should happen when zero accounts match or more than one does. Twenty years of incremental change means the answer is often "whatever MIM happens to do today," and nobody can state it with confidence.
What the translation does, and where it stops
Azure IAM's transformation starts from the MIM Configuration Documenter report and parses every join rule from every management agent. Each rule is translated into an IdentityIQ correlation configuration candidate, with the original MIM expression preserved as a comment so the mapping can be audited line by line. Then, for the questions MIM does not answer, the translation stops. It does not pick a winner among competing join rules. It does not invent a fallback order. It does not decide what a zero match or a multiple match should do. A tool that told the customer it was certain about all of it would be easier to sell and worse to rely on.
The human gate
Every ambiguous correlation decision is placed in front of a person, alongside the parsed rules, the affected management agents, and the evidence from the Documenter. The person confirms or corrects the authoritative rule, the fallback order, and the behavior on zero or multiple matches. Only then is the correlation configuration written into the build. Anything that still cannot be translated with certainty ships as a clearly marked scaffold with the reason recorded in a caveats file, never as a silent approximation.
Proven in parallel before cutover
Before any cutover, MIM and IdentityIQ run side by side against the same sources. IdentityIQ aggregates and correlates, evaluates its roles and policies, and produces the provisioning it would send, but nothing it generates reaches a connected system. The comparison checks that IdentityIQ's identity links and the Active Directory group membership produced through its roles match what MIM produced. A correlation mistake that survived the human gate is caught here, in a sandbox, rather than in production.
Scope that can be priced
Because the Documenter defines the scope and the correlation decisions are enumerated rather than discovered mid-project, Azure IAM quotes a fixed fee for the migration. The deliverable is whatever the MIM estate does today, moved to IdentityIQ, with every decision documented.
